BOARD OF HEALTH MINUTES
Meeting Held at Town Hall on November 22, 2011 at 6:30 PM
Members Present: Christopher Slade, Chair, Christopher Rogers, Member and Laura Andrews, Clerk
Also Present: Bill Brookings, Health Agent, Nashoba Associated Boards of Health and
Michelle Carlisle, Health and Permitting Assistant
Call to order: 6:36pm
C. Rogers not present when meeting was called to order.
C. Rogers arrived at 6:40pm.
Minutes reviewed for 11/8/11:
- C. Rogers moved to approve the minutes of 11/8/11, C. Slade 2nd. All in favor 2/0.
Mail Reviewed:
Action/Discussion:
- Sign Tobacco Licenses. Board signed all Tobacco Licenses.
- Discuss landfill monitoring wells.
- Board discussed email from Joel Frisch where he recommends that the private wells be monitored every 5 years at this point. Test results have come back clean.
- L. Andrews moved to test private wells every five years, C. Rogers 2nd. All in favor 3/0.
- Terry Gorby of 41 Woobly Road appeared before the Board regarding the Board’s requirement of a Long Sewer Line Deed Restriction to inspect the Long Line by Homeowner.
- Mr. Gorby stated that it is an added expense and would like to ask that the Board reconsider. He stated that their property value will be diminished.
- C. Rogers stated that is not the case. He has a Deed Restriction on his property also mandated by this very Board.
- Mr. and Mrs. Gorby stated that they don’t have the time. They need the system to go in before it snows.
- B. Brookings stated that the permit has already been issued to the installer. They have until the system is complete.
- Board explained that this is mostly for future buyers so that they are aware there is a field far away from the house.
- M/M Gorby stated they fear the bank won’t give them a loan if they see this deed restriction.
- C. Rogers stated that a bank would like this restriction because it further protects the property.
- Pawsitively Paws complaint about a very unclean house.
- B. Brookings stated that he tested the water there and was in the house.
- M. Carlisle to reply to email and suggest calling the MSPCA.
- 168 Berlin Rd., Coolidge – housing complaint.
- B. Brookings stated that Mr. Coolidge dropped off a copy of the Fire Department COC for the smoke detectors and carbon monoxide detectors.
- Century Mill Estates updated lot numbers.
- Board reviewed updated plans and stated it is very confusing using the same lot designations.
- Board is not approving the shared lots at this time, but requesting a new and distinct lot numbering system with no overlap. M. Carlisle to send letter and copy planning, conservation, BOS and Don Lowe.
- B. Brookings signed the building permit application for 41 Main Street, Sprint - equipment changes to cell tower.
- Ken Janda appeared before the Board regarding changes to 27 Forbush Mill Road.
- B. Brookings stated that we have no information on the property at this time therefore it is up to the Board as to how they want to decide on design flow.
- Board requires more information on the system before they would sign a building permit for this large of a renovation.
- Mr. Janda to ask the property owner if they have any information. If not, a Title 5 will be required.
- B. Brookings stated that the PWS for Twin Springs had been “de-classified”. DEP stated that the well itself wasn’t de-classified, just the well’s number.
Building Permits Reviewed:
- 56 Century Mill Rd., Kane – inground pool. Bill signed 11/4/11.
- 116 Bare Hill Rd., Held – renovate bath, install skylight. Bill signed 11/8/11.
- 35 Bare Hill Rd., Skillin – two bathroom remodels. Bill signed 11/14/11.
- 212 Berlin Rd., DiGeronimo – deck. Bill reviewing 11/18/11. Bill signed 11/18/11.
- 22 Houghton Farm Lane, Lot 3, High Oaks Realty Trust – new house. Bill reviewing 11/18/11. B. Brookings 11/18/11.
- 28 Houghton Farm Lane, Lot 4, High Oaks Realty Trust – new house. Bill reviewing 11/18/11. B. Brookings 11/18/11.
Septic Permits Reviewed:
- 27 Bare Hill Rd., McGrath – D box replacement. Board approved.
- 302 Vaughn Hill Rd., Mercurio - D box replacement. Board approved.
- Lots 22 & 23 Century Mill Estates – new shared system permit. DEP has approved of the shared system. Board signed permit.
- Lot 2 Wattaquadock Hill Rd., Breslouf – new septic system permit.
- M. Carlisle to send letter stating that a variance is not required.
Inspections reviewed:
- 27 Bare Hill Rd., McGrath – Title 5. Approved.
- 302 Vaughn Hill Rd., Mercurio - Title 5. Approved. Check to see that the address was officially changed from 233 Still River Road to 302 Vaughn Hill Road.
- 29 Woobly Rd., Freddie Mac – Title 5. Approved.
- 164 Kettle Hole Rd., BBC Capital Group – Title 5. D-Box referenced but not in as-built and no ties to the leaching pit.
- M. Carlisle to send letter.
- 320 Hudson Rd., Barton – Title 5. Approved.
- 269 Still River Rd., Erban – Title 5. Approved.
- 31 Powder Hill Rd., Bulawka – Title 5. Approved.
- 557 Wattaquadock Hill Rd., Donohue – Title 5. System in failure.
- M. Carlisle to send letter.
- 579 Main St., response to tank question on Title 5.
- As-built is different from Title 5 regarding the tanks.
- B. Brookings stated that it should be a dead tank so why is there 4,000 gallons of sewage in the tank that was pumped out?
- M. Carlisle to send letter.
